<br />Mayor Howard said, "I support the motion made by Council Member Claire. I think it is <br />important that we all understand exactly what the department is trying to accomplish. The <br />phone calls I have received ITom people who feel this is an unfair situation come from <br />people who are complaining about increased traffic tickets. . .This past year the number <br />one concern throughout Redwood City has not been crime or lack of beautification efforts. <br />The number one concern has been traffic and the speed that goes along with it. I have <br />been to several Farm Hill and other neighborhood meetings, but if you talk to someone on <br />Farm Hill Boulevard, they will tell you they would love a cop on every corner giving out <br />speeding tickets because that will resolve their speeding problem. These are people who <br />want to see an increase in tickets. In the paper I read that there has been a 50% increase in <br />tickets. That is true because, we as a Council, have given the direction to the Police <br />Department to be aggressive and attack the speeding problem. It is a public safety issue <br />that we are all worried about. The increase in tickets did not come about because of a <br />policy of performance standards. It came about because we, as the Council, want our <br />citizens to be safe in the community. I did answer those questions to people who left their <br />names and numbers, and those who did not, I would appreciate it if you would call me <br />again and leave your names and phone numbers and I will return your calls. I think it is <br />important to have an open discussion because what Chief Bolanos is trying to accomplish <br />is admirable. I think it is important that we understand what he is trying to accomplish and <br />what the officers are doing to help accomplish that." <br />Mayor Howard explained that there were speakers in the audience who wanted to address <br />the issue, but she felt it would not be appropriate to have a discussion until the Council had <br />a full report from Chief Bolanos. She invited the speakers to return on February 2, at <br />which time they would have the opportunity to speak on this issue. <br />REITERATION OF THE MOTION: <br />MIS: CLAIREIRUSKIN TO DISCUSS PERFORMANCE MEASUREMENTS UTILIZED BY <br />THE POLICE DEPARTMENT AT THE FEBRUARY 2, 1998 CITY COUNCIL MEETING, <br />BASED ON THE CRITERIA STATED BY COUNCILMAN CLAIRE, WHICH WILL GIVE <br />STAFF ENOUGH TIME TO REVIEW HIS QUESTIONS AND AT THAT TIME THE <br />COUNCIL CAN HAVE A DISCUSSION CONERNING WHETHER OR NOT WE, AS A <br />COUNCIL, APPROVE OR DISAPPROVE OF PERFORMANCE MEASUREMENTS <br />CARRIED BY A UNANIMOUS VOICE VOTE OF MEMBERS PRESENT. <br /> MINUTE ORDER NO. 98-013 <br />Council Member Claire said, "The reporters in our community do an excellent job in <br />reporting what we do say, and I will own up that everything that was reported in the San <br />Jose Mercury I did say, and I said it as a 'knee jerk' reaction to a very heated situation. I <br />apologize to staff for doing that, and I apologize to the reporter for saying that, but I would <br />say that San Jose Mercury reporter accurately reported what I had to say. I want to thank <br />her for doing that consistently for the last something like 16 years.
