Designation of the City's "Official Newspaper" according to Section 90 of the Redwood <br /> City Charter; (3~'f) <br /> Council Member Buchan declared she would not participate in the discussion nor the <br /> decision on the "Official Newspaper" due to a possible conflict of interest. Council <br /> Member Buchan left the dais at this time. <br /> MEMO 1/7/98 <br /> City Attorney Schricker reported that three bids had been received and opened by the <br /> - City Clerk Department. He advised that the San Mateo County Times did not maintain its <br /> principal publishing office in the City of Redwood City and therefore was not deemed a <br /> newspaper of general circulation in the City of Redwood City as required by the City's <br /> Charter, and the Council could not consider its bid. City Attorney Schricker reviewed the <br /> other two bids that were received, noting that the Redwood City Almanac's bid was lower <br /> than the Redwood City Tribune's bid. <br /> Council Member Ira reported that Council Member Leipzig was ill and could not attend <br /> tonight's meeting. He said that Council Member Leipzig requested that his colleagues <br /> postpone this item for one week so that he could participate. <br /> Council Member Hartnett stated that if the Council agreed to defer the matter, he hoped <br /> that if a similar situation arose in the future, Council Members would respond in a <br /> reciprocal manner.
