<br /> (Council Volunteer Balsamo left the meeting at 9:50 p.m. Council Members wished Mr. <br /> Balsamo and his wife a spirited bon voyage.) <br /> Traffic Engineer Haygood stated that Farm Hill Boulevard met the Caltrans warrants <br /> program for an all way stop sign as an interim measure until a traffic signal can be <br /> installed at that location. He added that an all-way stop sign was supported by 90% of the <br /> residents in the neighborhood. <br /> Traffic Engineer Haygood also reviewed the other proposals included in Phase 1, which <br /> include the three lane configuration supported by the residents who attended the <br /> neighborhood meeting. He said it would make Farm Hill Boulevard similar to Alameda <br /> de Las Pulgas, with one lane in each direction, a center 2-way left turn lane, a median and <br /> bike lanes. He discussed other measures that would slow traffic, such as diminished green <br /> signal traffic on Farm Hill Boulevard or adjusting the traffic signals to stay red until traffic <br /> approaches. He reviewed other aspects of the project under consideration and the costs <br /> involved. <br /> In response to a question ITom Mayor Howard regarding funding, Traffic Engineer <br /> Haygood stated it would be up to the Council to establish priorities. City Manager <br /> Everett explained that the City staff would be looking at the median and investigating <br /> alternatives which would be brought back to Council. He added that the all-way stop sign <br /> at Farm Hill and Emerald Hill can go in quickly. <br /> Traffic Engineer Haygood said the plans, specifications and estimates need to come back <br /> to Council for approval and allocation of construction funding with construction contracts <br /> expected to be approved in late spring. He said the modification of the traffic signal can <br /> be accomplished later this month through the Public Works Services Department, and the <br /> new signal at Emerald Hill Road would be considered for programming in the next 5-year <br /> Capital Improvement Projects. <br /> Mayor Howard called upon speakers in the audience. <br /> Cliff Keely, 1010 Canyon Road, said he believed there should be 2 or 3 more signals on <br /> Farm Hill Boulevard.
