COUNCIL DISCUSSION, DIRECTION AND ACTION REGARDING PERFORMANCE <br /> MEASUREMENTS UTILIZED BY THE REDWOOD CITY POLICE DEPARTMENT- <br /> ORAL REPORT BY COUNCIL MEMBER CLAIRE. (.'it) ç) 10 ~) <br /> Mayor Howard said, "There has been a controversy about performance measurements <br /> that has reached the newspapers - information as well as misinformation regarding policies <br /> within the Police Department. The Council has a strong interest in this topic as well as the <br /> community." <br /> Council Member Claire stated he put this on the agenda because there was a meeting on <br /> December 8 to discuss the staffing issues concerning the Police Department and he had <br /> been unable to attend that meeting due to the flu. He said in the Police Department <br /> Staffing Report, there were references made to a performance standard being utilized by <br /> the Police Department. He said he had read the report carefully, noticed the performance <br /> standards but did not pay much attention to them at that time. Council Member Claire said <br /> that in reviewing the minutes of that meeting, the performance standards were brought up <br /> but were not pursued thoroughly. <br /> Council Member Claire stated, "Initially, I was going to write a memo to the City <br /> Manager requesting more information on them, but then a newspaper article came out a <br /> week ago Friday, and 1 started getting telephone calls about performance standards versus <br />- quotas. I was called by a newspaper reporter, and I made some statements concerning <br /> about what I should do to the City Manager if he did not follow the majority of the City <br /> Council. I want to point out that I have no intentions of firing the City Manager. My <br /> comments were made as a 'knee jerk' reaction at that point in time and, in fact, I was <br /> responding to a question that basically said, 'If somebody doesn't follow what the majority <br /> of the Council wants him to do, what are you going to do about that?' I said I would <br /> suggest any City Manager that didn't do that should take a hike, and it should not be <br /> construed in any way by anyone that I had any thoughts of firing the current City <br /> Manager. I'm sorry Mr. Everett." City Manager Everett said, "That's all right." <br /> Council Member Claire further said, "My concerns center on five different things. I <br /> brought this to the Council tonight to get some guidance ITom my colleagues. I would like <br /> to bring this back at a future date with a report from the individuals that are responsible for <br /> gathering the information that I want." <br /> Council Member Claire stated he had five concerns that he would like the Council to <br /> discuss at a future date. They are, "(1) The legality of the system that we have in place. I <br /> would like to have a report from the City Attorney regarding the legal ramifications of our <br /> own performance measurement system, and I did not see that in any of the reports. (2) <br /> Whether or not there are other jurisdictions in this area that use the same kind of <br /> performance standards. Basically, I know there are other jurisdictions that use them <br /> because I have friends in other police departments, ranging ITom Sacramento to San Jose. <br />- They do use performance standards of one nature or another.
