I want to know if it will affect his or her salary, I want to know if it would <br />affect retraining of that officer. Those are things that Chief Bolanos can answer for me at <br />a future date. (4) We have a different management system in our City. It is a management <br />system that is patterned after the private sector. I would suggest that it is called a <br />consultative management system which I approve of. It is a spin off from TQM, which is <br />Dr. Demming's thoughts on how Japan got to where it was. I would like to know if the <br />officers participated in establishing these standards, and I would like to know whether or <br />not our City Manager, how he reconciles performance standards with our consultative <br />management technique. I would like to have a brief discussion on that. (5) I would like to <br />have a Council discussion concerning the whole topic of performance standards used in <br />the law enforcement arena, and whether or not it is something that we, as a City Council, <br />would agree or disagree to, after we have had a sufficient amount of information from the <br />Police Chief, the City Manager and the City Attorney." <br />Council Member Claire further stated, "I will be happy to provide these questions in <br />detail to the City Manager and he can pass them on. I do not intend to have a long <br />discussion about this tonight. I do not have any problems with either the City Manager or <br />the Police Chief. I have no lack of confidence of their abilities. I want to clarify <br />my position. When I was speaking to both of those reporters, I can see how there was a <br />misunderstanding.
