<br /> Mayor Howard said, "I agree with Vice Mayor Ruskin, and I have been through this for a <br /> few years now. Out of respect for the correspondence I have received recently ITom Ted <br /> Fang, and in prior years, I did study this very carefully: The Charter is very clear about <br /> what we can and can't do. But I was advised, 'If you are not happy with the Charter, then <br /> you can change it.' It is just not that easy, and I would have to have a real good reason to <br /> want to do or even encourage our community to get together to do something like that. I <br /> did my own survey and called several neighbors, ITiends, neighborhoods and people in <br /> different particular neighborhoods that I thought might be affected, particularly Redwood <br /> Shores. My discovery was that all of these people got a great deal of information ITom the <br /> Redwood City Almanac. They do follow the Almanac, and they do buy the Almanac and <br /> consider it a good source of information about City Council. In particular, they were very <br /> complimentary about the following of the election where the Almanac offered (an <br /> opportunity for candidates) to answer questions.... The answers of the candidates were not <br /> edited, and I thought that was a very generous offer by a newspaper, and there was no cost <br /> to the candidates. I felt very comfortable that the community has been served well by the <br /> Almanac. I feel the Almanac offers good service, responsible and prompt service to the <br /> community, and to the City of Redwood City for a very fair cost. It is very clear that the <br /> Almanac is the choice for our Redwood City legal advertising, at this particular time." <br /> ITERATION OF MOTION. <br /> MIS: CLAIRE/HARTNETT. Discussion and review of the Budget process issues (501) <br /> REPORT: Finance Director Ponty, January 12, 1998 <br /> Finance Director Ponty reviewed the proposed budget calendar and budget process for <br /> the 1998/99 and 1999/00 budgets and asked the Council to establish the dates and times of <br /> budget study sessions. He focused on the dates that involve Council meetings. <br /> 1.
