. . . . . .. 2. Staff will present Council with a thorough review of the Capital Improvements Program, with the Council setting the priorities in March, 1998 (date to be - determined). 3. On May 11, 1998 staff will present Council with proposed budgets for the Community Development Block Grant Program, the Human Services Financial Assistance program, and a recommended Capital Improvement Program budget based on Council priorities set in March. 4. Department budgets should be sufficiently completed by May 15 for Council Members to contact departments for a review. 5. Requested Council to set three dates for Council budget study sessions between June 27 through July 10, 1998, to review 1998-99 and 1999-00 budgets. Finance Director Ponty also explained that the during the budget review process, three City Departments would, as an experimental effort, be reviewed by management professionals from the private sector. The three departments include Community Development, Public Works Services, and Parks, Recreation, and Community Services. He said the purpose of the review was to open up the budget process to individuals outside the organization to get the benefit of the expertise of professionals in the private sector. Director Ponty said a feasibility report would be done at the end of the budget process to determine if expansion of this program would benefit the City and the community. - Council discussed various dates for Council Study Sessions to review the budget. ADJOURNMENT - IN MEMORY OF GREGGORY DORAN Council Members Claire and Leipzig eulogized Greggory Doran, a former Redwood City Planning Commissioner and former President of Redwood Shores Homeowners Association, who recently died a very untimely death at the age of 44.
