<br /> Mayor Howard referred to Superintendent Mann's report which indicated that it would be <br /> vital to have a citizen's group participate in the appeal process in order to qualify for grant <br /> monies for trees. She said she appreciated Superintendent Mann's fine work in grant <br /> writing, she was pleased that the review of the tree policy was so comprehensive, and said <br /> she appreciated the participation of the Parks and Recreation Commission. <br /> Council Member Hartnett expressed appreciation for Council Member Ruskin's work <br /> and Council Member Ira for participating at the public meeting. Boundaries for Neighborhood Associations, Council Member Bucban (212) <br /> Council Member Bucban referred to a letter from the Stambaugh-Heller Neighborhood <br /> Association in which the Association requested a change in its boundaries. Council <br /> Member Buchan provided background on Stambaugh-Heller's trial association with the <br /> Redwood Village Neighborhood Association. She explained that the Stambaugh-Heller <br /> Neighborhood Association decided last fall it wanted to remain an independent <br /> Association due to its different and separate interests. Council Member Buchan said that <br /> the Stambaugh-Heller group somehow thought its boundaries would not be accepted by <br /> the City until the Redwood Village Neighborhood Association reviewed them.
