II Mayor Howard asked for input from all department heads regarding current and possible future Codes, and said that she and Council Member Leipzig are reviewing the - City's Codes and will report back to the Council soon. She advised that after the Tree Committee had completed its task the Council would focus on El Camino Real, with a decision on an adult entertainment ordinance recommended to Council before the end of April. Council Member Claire recommended that the City work with the County Board of Supervisors, specifically Supervisor Barrales, on El Camino Real and code enforcement on the City's southern boundary. Vice Mayor Ruskin said the City should not only work with the County, but meet, talk, explain and demand that the County and the State take responsibility for the condition of their properties, and tell everyone that the City will not accept any impact that does not serve the City well. He urged development of the attitude and connections it would take to establish and accomplish this direction. Prioritv No.6. Communications Mayor Howard said the Council needed to decide if the City should keep its newsletter, the Connection. Vice Mayor Ruskin said better and regular communications between the Council, staff, - boards committees and commissions must be established. He added that the Council needed to communicate with the members of boards, committees and commissions to let them know what is happening in the City, Council policies, and to express Council's appreciation to them for their service to the City. Vice Mayor Ruskin suggested ways the Council could meet with the boards, committees and commissions, and increase the role of Neighborhood Associations. He said although this Council workshop was good for the Council and the community, meeting once a year was not enough. He said a good back and forth communication was essential so everyone understood policies and policy directions as well as the financial and long term impacts. Council Member Claire said relying on the news media had not served the City well, and recommended ways the City could get the real truth out to the community, including the use of water bills. He urged that the staff position themselves to not only respond to news stories but act preemptively. Public Works Services Director Ingram said staff needed direct access to each Council Member to give them late breaking news in an expedient manner. Councilman Ira suggested education seminars, ways to increase the flow of information throughout the City organization, up and down. - Library Direction Chen suggested more use of the City's Web Site.
