Mayor Howard said Shelter Network provided an important service by helping homeless families make their way back into the mainstream community. She said there is a housing shortage in the City and Shelter Network fulfills an important role in that respect. Mayor Howard said she agreed that funding for Shelter Network should be kept separate from CDBG and HSF A and become a line item in the City's budget. City Manager Everett advised that Shelter Network has to apply for CDBG funding or it wouldn't be eligible for federal funds. Former Mayor Greenalch said Shelter Network would like clarification ITom the City about future funding, and will apply for CDBG funding this year as in the past. Mayor Howard directed staff to prepare a report regarding funding options for Shelter Network, and thanked former Mayor Greenalch for his support of Shelter Network and his work on the funding issues. REVIEWIDISCUSS/SET POLICIES ON OTHER ITEMS 1) Council Meeting times, monthly schedule and other issues Council Member Ira said City govemment is similar to the business sector with the Council as the Board of Directors and the City Manager as the CEO, except that the City's business meetings are held in public. Council Member Ira said the Council wanted to run the government more efficiently and recommended three meetings per month: two business meetings, and a third one for meetings with boards, committees and commissions or specific issues. He said if Council agreed to that schedule, it would mean more items on the Consent Calendar. Council Member Leipzig agreed that Council meetings were business meetings held in public and recommended two formal meetings per month, one Monday study session and one "home study session." Council Member Hartnett disagreed and said Council Members met in public to do public business. He said the current four meetings per month have allowed the business of the City to proceed well, and suggested that if there aren't enough items for a meeting, it could be canceled. Council Member Claire said state law precludes cities from operating as a business, and described other Councils on the Peninsula that meet only twice a month. He said the three meeting plan would require discipline on the part of Council Members. Vice Mayor Ruskin said if the work of the staff and the Council could be done in the three meeting plan he would be willing to try it.
