Council Member Hartnett asked if the number of meetings were reduced to three - per month, would the Council want to eliminate the current end of the meeting at 11 :00 p.m. unless the Council agreed to extend it by unanimous vote. He suggested a super majority vote perhaps would be appropriate. Mayor Howard said she could support the three meeting plan if staff thought three meetings were sufficient to bring all the necessary items to the Council in a timely manner. She suggested the 11 :00 p.m. deadline be reconsidered. City Manager Everett suggested trying this plan for two months. In response to Facilitator Reeves poll, the Council approved the three meeting plan as follows: (205) FOUR MEETINGS: NONE THREE MEETINGS: COUNCIL MEMBERS CLAIRE, HARTNETT RUSKIN AND MAYOR HOWARD TWO MEETINGS: COUNCIL MEMBERS IRA AND LEIPZIG MINUTE ORDER NO. 98-035 In response to City Manager Everett's recommendation, Council agreed that a - Consent Calendar would be permissible on the third meeting agenda. (205) MEMO 2/2/98 Council Members discussed the appropriate starting times for the three Council Meetings per month and closed sessions. Council Member Leipzig spoke in favor of closed sessions beginning no earlier than 5:30 p.m. and Council meetings to continue to commence at 7:30 p.m. Councilman Leipzig said he had been the only Council Member who had invoked the 11 :00 p.m. deadline and had only done so two or three times. He said the policy had not been abused and it should remain. Council Members agreed it had not been abused and discussed different options. In response to Facilitator Reeves poll, Council Members Claire, Hartnett, Ruskin and Mayor Howard voted to have the 11:00 p.m. deadline extension require a simple majority.
