<br /> City Manager Everett suggested a trial period with closed sessions beginning at <br /> 5:30 p.m., which would take discipline by staff and the Council, and the Council <br /> Meetings beginning at 7:00 p.m. <br /> Council Members discussed getting public input into the proposed 7:00 p.m. <br /> starting time. <br /> When Facilitator Reeves asked if anyone objected to the 7:00 p.m. start, only <br /> audience member Pauline Truscelli answered "Seven is OK!" Facilitator Reeves <br /> determined there was consensus on the Council to begin the Council Meetings at <br /> 7:00 p.m. (205) <br /> MINUTE ORDER NO. 98-037 <br /> Council Member Leipzig said the Council Members would have to exercise <br /> discipline with this new plan, and suggested decreasing the number and length of <br /> speeches and invoking the three minute rule. He added that perhaps business <br /> meetings were not the place for history lessons, Christmas carols, cheer leading and <br /> speeches before prayers. <br /> Council Member Claire agreed that speeches should be curtailed, but disagreed <br /> with the three minute limit. He said Council meetings were the appropriate place <br /> for public discourse. Council Member Claire said that it was tradition in Redwood <br /> City for the Mayor to run the meeting and it was up to hislher discretion to <br /> determine the agenda. <br /> Facilitator Reeves suggested that Council have an analysis done of the meetings <br /> and receive recommendations on how to make them more ftuitful. <br /> City Manager Everett advised that leaving the operation of the meeting solely to <br /> the Mayor, it puts the Mayor in the role of "the heavy." <br /> Facilitator Reeves suggested that each Council Member could playa leadership <br /> role during the meeting, one to summarize, one to find closure, etc. <br /> Council Member Ira said his suggestion to run Council meetings like business <br /> meetings involved running them more effectively and efficiently, and said <br /> performance standards proposed for City staff should be applied to the Council as <br /> well.
