She also emphasized the cost <br /> benefits of improving both parks as one project. <br /> - <br /> Clem Molony, Pressure Vessel, 525 Seaport Boulevard, addressed the budget process <br /> and cautioned the Council to remember that although the economy has experienced <br /> growth since 1992, there have been economic downturns through the years and future <br /> budgets should take this into consideration. Mr. Moloney cited information reported by <br /> SAMCEDA and advised that along with economic growth comes increased traffic, <br /> clogged ITeeways and pressures on infrastructure. He said the Council should determine <br /> what was sustainable development, with an eye to make Redwood City more like <br /> Portland and less like Los Angeles. <br /> Don Davis, 3576 Altamont, member of the City's Park and Recreation Commission, <br /> also addressed the need to improve Stulsaft and Stafford Parks and the need for more <br /> playing fields. He suggested Council establish standards for all City parks. He said that <br /> at the last Parks and Recreation Commission meeting someone remarked that $250,000 <br /> represents one-third the cost of a home in Redwood City. He asked Council to move this <br /> project to a higher position on the priority list. Mr. Davis said it would be useful to the <br /> community for the Council to establish a business plan for fixed assets. (209) <br /> MEMO 12/2/98 <br /> COUNCIL TO GENERATE NEW PRIORITIES <br /> - Facilitator Reeves asked Council Members to list their priorities: <br /> Council Member Leipzig: Continued code enforcement and clean up; <br /> Council Member Hartnett: Regional transportation solutions and advocacy; parks and <br /> playing fields inventory, new ones and improvements in the short and long term; <br /> develop a new attitude on how the Council and City activities effect the quality of life in <br /> the City, and understand what the Council and City do today, impacts the future; <br /> Councilman Claire: Begin a long range planning process that encompasses as many <br /> issues in the City as possible; run the city as efficiently as possible, and institute a review <br /> process; enhance revenues without increasing taxes; develop strong community based <br /> programs preventing and decreasing gang membership; <br /> Vice Mayor Ruskin: Put aesthetics on the same level as utility and safety, in a position <br /> of prominence; continued emphasis on downtown revitalization; integrate child care into <br /> economic planning; continue the partnership with the Chamber and Schools to create <br /> new library media centers in all 15 schools and ensure their success; establish <br /> satisfactory tree preservation policy this year; <br /> - <br /> ADJOURNED REGULAR MEETING COUNCIL WORKSHOP MINUTE BOOK NO. 56 JANUARY 31,1998 <br /> MINUTES Page No. 197 PAGE 4 <br />
