Developing strong communitv based programs <br /> City Manager Everett described the increased role of Neighborhood Associations. <br /> Council Member Claire said he wanted to see new programs with the City, schools and <br /> parents, especially to identify when youth become at risk and might join a gang. He <br /> suggested the Council School Liaison Committee work on this issue. (210) <br /> MEMO 2/2/98 <br /> Council Member Ira said sports programs were great, but he wanted to see programs <br /> for arts, music and drama to give young people viable alternatives. <br /> Library Director Chen described Project Read and Kids in Partnership where an at risk <br /> teen is paired with an at risk younger student.
