Innovate Partnerships <br /> City Manager Everett referred to Redwood City 2000 and said innovative partnerships <br /> would remain important. <br /> City Attorney Schricker cautioned that governmental entities were different ITom <br /> private business and that would necessarily impact private/public partnerships. <br /> 10. Enhance revenues without raising taxes <br /> Council Member Claire said it was important to increase revenues to pay for Council <br /> priorities, but the Council did not want to raise taxes nor could they according to Prop <br /> 13. He said the federally mandated NPDES fees should not be taken out of the general <br /> fund since in his view it was a utility. <br /> City Manager Everett suggested the Council might want to take a look at the Transient <br /> - Occupancy Tax that is levied on hotels only, since Redwood City's TOT was on the low <br /> end compared to surrounding communities. <br /> 11.
