He said the federally mandated NPDES fees should not be taken out of the general <br /> fund since in his view it was a utility. <br /> City Manager Everett suggested the Council might want to take a look at the Transient <br /> - Occupancy Tax that is levied on hotels only, since Redwood City's TOT was on the low <br /> end compared to surrounding communities. <br /> 11.
