Innovate Partnerships City Manager Everett referred to Redwood City 2000 and said innovative partnerships would remain important. City Attorney Schricker cautioned that governmental entities were different ITom private business and that would necessarily impact private/public partnerships. 10. Enhance revenues without raising taxes Council Member Claire said it was important to increase revenues to pay for Council priorities, but the Council did not want to raise taxes nor could they according to Prop 13. He said the federally mandated NPDES fees should not be taken out of the general fund since in his view it was a utility. City Manager Everett suggested the Council might want to take a look at the Transient - Occupancy Tax that is levied on hotels only, since Redwood City's TOT was on the low end compared to surrounding communities. 11. Communications with the communitv (different Council publics) City Manager Everett said the Council might want to look at the City's newsletter, the Connection, which cost approximately $40,000 per year. Council Member Claire cited the amount of misinformation that had appeared in local newspapers lately and said it was imperative that the City get the truth out to the community. City Manager Everett suggested that Council might want to hire someone on a contract basis to get the City's information out to the community. Mayor Howard asked Facilitator Reeves to make suggestions on how best to improve communications between the Council and its boards, committees and commissions.
