<br /> Mayor Howard asked staff to provide input to the Council Ad Hoc committee <br /> reviewing the City's codes regarding what current codes are unenforceable and what new <br /> codes are needed. (709) <br /> MEMO 2/2/98 <br /> Fire Chief Montez referred to the inevitable increase in local traffic, and asked Council <br /> to consider the need for emergency access to the eastside of Highway 101 and other <br /> isolated areas. (705) <br /> MEMO 2/2198 <br /> City Attorney Schricker reminded Council that some Codes are deliberately written in <br /> softer language as a result of citizen input, and asked Council to take public reaction into <br /> account when considering new Codes. <br /> 6. Parks <br /> Parks, Recreation and Community Services Director Griffiths advised that <br /> Superintendent Hover had just completed inventories of the City's parks, rest rooms and <br /> available fields, and the inventories were available for review. He said a general review <br /> is being done quarterly. <br /> 7. Running the Citv more effectivelv and efficiently <br /> Facilitator Reeves combined the priorities stated by Council Member Ira and Claire. <br /> City Manager Everett described the two-year performance study sponsored by the <br /> ICMA now being undertaken by the City, and advised this first year was dedicated to <br /> data gathering. <br /> Public Works Services Director Ingram said these performance standards and <br /> measurements will need Council's public support during the implementation phase. <br /> 8. Revitalizing Downtown <br /> City Manager Everett said there are many potential programs being developed and staff <br /> would have to move fast to take advantage of current opportunities, but will have to be <br /> sensitive to all parties, including boards, committees and commissions. He said there <br /> were lots of implications when considering whether to use an incremental approach or a <br /> major Jump. <br /> Fire Chief Montez said Fire and Building Code changes will impact property owners <br /> and they will need assistance ITom the City. <br /> Library Director Chen said revitalization should include linking the three downtown <br /> educational institutions, the Library, Canada, CSM, and U.C.
