He said the community and the City's advisory boards, committees and <br /> commissions needed to understand the concept of what the City would become in the <br /> long term as a result of all Council actions. <br /> City Manager Everett advised that this March staff would have information for the <br /> Council to review a five year C.I.P. plan. He said additional information would be <br /> developed at a later date for Council to consider the C.1.P for ten and twenty years. <br /> 4. Aesthetics <br /> Council Member Ruskin said aesthetics had taken a back seat over the years, and he <br /> wanted the commitment to aesthetics to penneate the organization, to be considered <br /> during the approval process of every project, and to be elevated to a higher priority. <br /> Mayor Howard said aesthetics should be included in the architectural permit process to <br /> - ensure that the final product is exactly what was approved at the beginning of the <br /> process. <br /> Public Works Services Director Ingram suggested that alternative standards be <br /> established to ensure that an aesthetics threshold is maintained. <br /> Parks, Recreation and Community Services Director Griffiths advised that it is <br /> important to include budgetary funds to ensure maintenance of the project's original <br /> aesthetic quality. <br /> 5.
