The City Council is not in violation of the <br /> Charter by simply asking for further information about policy based on misunderstanding <br /> of information out in the community. As a matter of fact that would be something we <br /> should do as a Council, to require more information so that we can certainly understand it <br /> and get that information out to the community." <br /> The following people addressed the Council on the issue of performance measures: <br /> Keith Daum, 563 Scott, member of the Neighborhood Watch and Neighborhood <br /> Association, thanked Chief Bolanos for the performance measures program characterizing <br /> it as a true multivariant measurement method. He spoke in support of the Redwood City <br /> Police Patrol Officers and stated they have not and will not unjustly issue citations. He <br /> said he did not believe one citation per day did not constitute a quota system. Mr. Daum <br /> also thanked Office Dan for his community involvement. Mr. Daum said Chief Bolanos' <br /> actions had made a positive impact on his quality of life and he deserved the trust and <br /> respect of the community. <br /> Ed Bailey, 3215 Page Street, representing Friendly Acres E. Bayshore Neighborhood <br /> Association, said he appreciated getting the facts at this meeting. He said it was important <br /> for the newspapers to get it straight. <br /> - Mayor Howard thanked Mr. Bailey for representing his Association at these meetings and <br /> bringing information back to all the members. <br /> MEMO 2/3/98 <br /> Redwood City Police Sergeant Manry, representing the Police Sergeants Association, <br /> said the 13 members of the PSA have 216 years combined law enforcement experience <br /> and 96 years combined supervisory experience. Sgt. Manry said they were very proud of <br /> the Department and it was held in high regard in the community. He said the department <br /> had always measured officers self initiated activity, and their ability to enforce traffic and <br /> criminal laws. He said the current performance standards were reasonable and attainable, <br /> and were just one of six categories looked at during evaluations. He said the department <br /> was not in disarray as a newspaper had mentioned, and the PSA commended and <br /> supported Chief Bolanos and his staff and the direction he is leading this department. <br /> Chris Burdick, Attorney for the POA, submitted materials on behalf of the POA (on file <br /> in the City Clerk Department), and said he was reporting the thoughts of the POA's Board <br /> of Directors. He said, "It's been many years since I have appeared in front of the City <br /> Council on behalf of the police officers on a matter other than economics." He said there <br /> was a serious ongoing problem concerning working conditions in the Redwood City Police <br /> Department. Mr. Burdick said, "given the constraints of time I will try to deal as quickly <br /> as I can with a couple of areas. I understand the Council has received an opinion from Mr. <br /> - Schricker.
