Ultimately I am responsible for <br /> ensuring that we achieve all of our objectives." He added that the six criteria used in <br /> evaluations are not weighted in any way. <br /> In answer to further questions, Chief Bolanos said, an officer would measure "low in <br /> initiative and reliability if they didn't do well in the other areas that I outlined and they <br /> didn't do well in achieving any type of productivity, and could not articulate to us what <br /> he/she was doing with hislher time. That person would generally receive an improvement <br /> needed in that category." <br /> Council Member Ira asked, "But if they did well in making suggestions, problem <br /> solving, planning, creativity, and flunked in the area of the number of citations then they <br /> could still receive above average score?" Chief Bolanos said, "Absolutely.... Yes, we <br /> have had officers, two that spring to my mind immediately, whose performances in the <br /> area of arrest or any measurable criteria was lower than the majority of their shift. <br /> However, because they were involved in problem solving downtown, the Aqua Terra <br /> program, or the police boat program, or other things that were of great community interest, <br /> they still received an above standard rating." <br /> In response to Council Member Leipzig's questions regarding programs in place at the <br /> time of the evaluations cited in the staff report and how it differs ITom the Chiefs <br /> performance measures, Chief Bolanos said, "The way they differ is not much. We have <br /> always expected our officers to perform. It's where we measured. The previous <br /> evaluations included after the fact measures. We waited until the end of the year to <br /> determine how well you did. What we are trying to do now is establish what the minimum <br /> expectations are up ITont, so that from Day I you know what we expect of you. And you <br /> know if you are meeting those expectations, what the target is. That's the only difference." <br /> He answered further that there were no set numbers before. <br /> City Manager Everett said they use to wait until the end of the year, "take the numeric <br /> average of all the officers, divide by the number of officers and that would set the <br /> standard." <br /> Council Member Claire thanked the Chief and said the Council found about the policy <br /> from a newspaper article and when citizens began to call. He said he asked that the issue <br /> be put on the Council agenda to be able to ask the Chief for information and a report to <br /> Council. Council Member Claire said the report the Chief had just made answered all the <br /> questions he had when the subject first came up, and it was an excellent report. Council <br /> Member Claire said, "1 think there were some individuals in the community that felt that <br /> my questions that night were an attack on the Chief. That is not the case at all. It was a <br /> request for information." <br /> Mayor Howard summarized the two staff reports received ITom the City Attorney and <br /> from Chief Bolanos: "I understand that the City Attorney has issued a legal opinion <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 FEBRUARY 2, 1998 <br /> MINUTES Page No. 224 PAGE 9 <br />
