MATTERS OF COUNCIL INTEREST
A. Accept the resignation of Council Member Judy Buchan from the City Council of
Redwood City with tremendous regret, but with sincere and heartfelt gratitude for her
important and positive contributions to the people and places in Redwood City for the past
decade plus; (204)
Council Member Claire said he had first met Judy Buchan in 1985 when she first came to
the Council carrying placards with the message, get rid of the prostitutes at Whipple
Lodge. He said that the Mayor at the time did not appreciate her doing that because it
reminded him of the 60's, and "she reminds me of the 60's too. She had a very good cause
that was a very serious problem." He said she was tenacious and wouldn't let the City
Attorney forget her or her issue. Council Member Claire said Judy never gave up and after
ten years the Whipple Lodge was torn down and Wyndham homes built on that spot.
Council Member Claire said he encouraged Judy to get involved in politics, first with the
- Park and Recreation Department where she was a tireless worker. Council Member Claire
encouraged Judy to run for Council in 1988 and she was elected to the first of her three
terms. Council Member Claire said, "She is a unique individual who easily put in 60
hours a week on her job. She must have attended every Neighborhood Board meeting
there was since the beginning, and I really believe that... Judy really worked hard to get
those Neighborhood Boards up and running.... I found her to be a wonderful colleague.
Since I teach at night.... I relied on her to go to meetings and keep me informed, and I
promised to let her know what was going on with my baseball teams.... I am going to miss
her a lot (on the Council), but I will still see her a lot. I will miss her as a colleague
because I think she brought a lot to the City. I think she worked damn hard for this City,
and I think this City owes her a lot. I really can't tell you how sad I am not to be going out
with her.... I thought we would both step off the Council together in happiness to pursue
other pursuits (in 1999.)"
Council Member Claire reminded everyone that the Council had not received a raise in
ten years, and said that every single Council Member "gives up a fairly large amount of
money to be a City Council person, and Judy did the right thing in terms of going out there
and start making money."
Councilman Ira referred to a distasteful sign left in the lobby, and said "I personally find
that very appalling. I don't know who put that out there, but this is the kind of thing that
- must stop. 1 obviously didn't always agree with Judy. I didn't know her that long, but I
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 FEBRUARY 2,1998
MINUTES Page No. 237 PAGE 22
