Those aren't the <br /> kinds of ways we want to remember Judy, who put a lot of heart and years working in the <br /> community. I agree with Councilman Claire that we are all going to miss the special <br /> features that she brought and the balance she brought to the Council. It is also with deep <br /> regret that I will accept her resignation. If there was a possibility, I would like to say "no", <br /> but I know that's not possible." <br /> Vice Mayor Ruskin said, "I just want to wish Judy well in her future endeavors, and I <br /> know that many people in the neighborhoods where she was so attentive to most or all of <br /> the Neighborhood Associations, will miss the representation that she gave to them." <br /> Council Member Hartnett said, "I would like to echo those comments and wish citizen <br /> Buchan well particularly in her desktop publishing and consulting business. I know she is <br /> very talented in what she does. This will give her an opportunity to have more time to <br /> apply those talents to that business." <br /> Mayor Howard said, "I would also like to echo that. I would like to thank Judy for <br /> tackling some of the toughest issues in Redwood City, one of them being Whipple Lodge. <br /> I remember when needles were around Mezes Park and children couldn't play there. <br /> There were prostitutes all over. This was appalling to have in Redwood City, and Judy <br /> took it upon herself to get the neighbors rallied and eliminated that blight on Whipple <br /> A venue, where there is now Wyndham Place. She followed it from the very beginning to <br /> its successful conclusion. I want to thank her for that and her beautification efforts and for <br /> her neighborhood strength. She was out there. She created a lot of those neighborhood <br /> groups and held them together. I thank her for that because not everyone wanted to tackle <br /> those issues. I wish her luck in her future endeavors." <br /> MIS: CLAIREIHARTNETT TO ACCEPT THE RESIGNATION OF COUNCIL MEMBER <br /> JUDY BUCHAN FROM THE CITY COUNCIL OF THE CITY OF REDWOOD CITY. <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 98-041 <br /> Council Member Hartnett addressed the issue of the vacancy on the Council that Judy <br /> Buchan's resignation created. He said that Section 9 of the Redwood City Charter states, <br /> "any vacancy occurring in the Council shall be filled by appointment by the remaining <br /> Council Members. But in the event that said remaining Council members fail to fill such <br /> vacancy by appointment within 60 days after such vacancy occurs, they must immediately <br /> cause an election to be held to fill such vacancy." Council Member Hartnett said he <br /> understood that provision to be a charge to the Council to appoint a person, and if for some <br /> reason the Council fails to do so, then an election must be called. He asked that this matter <br /> be put on the next Council agenda for discussion with the City Attorney and discussion of <br /> what the Council ought to do.
