Council discussion of legal procedures to appoint a new Council Member to fill the <br /> vacancy on the Council created by the resignation of former Council Member Buchan, and <br /> possible action and appointment; (205) <br /> Mayor Howard asked City Attorney Schricker to explain the choices the Council had in <br /> filling the vacancy created by the resigntion of Council Member Buchan. <br /> City Attorney Schricker said, "Madame Mayor, you requested a review of the legal <br /> procedures involving the filling of a vacancy when it occurs on the Council. You do have <br /> a report from me.
