Council Member Claire agreed with Mr. Nobles that the salt ponds <br /> aggravated the flooding problems in Friendly Acres, and suggested dredging would <br /> alleviate a lot of the flooding problems in the mobile home parks and Friendly Acres. He <br /> also agreed that a regional approach, including rapid transit, would help, but trains can <br /> create backups and block emergency vehicles. <br /> Council Member Claire said he would like to study this issue further, and although any <br /> decision was far into the future, he favored Alternative No.1 if other improvements were <br /> included. He said the Council needed a lot more information and public input before any <br /> decision could be made. <br /> Council Member Leipzig said he didn't want to accept the Report as it was presented. <br /> He said he preferred Alternative No.4, constructing auxiliary lanes on Highway 101 <br /> connecting to the auxiliary lanes now being constructed north to San Mateo. He said the <br /> entire intersection at 10llWoodside Road/84 to Broadway and to El Camino should be <br /> improved as the capacity is inadequate. He said, "That is a regional intersection, <br /> Woodside, Portola Valley, Atherton, Menlo Park, all those people use that intersection. <br /> We shouldn't be wasting money on alternatives that don't have political, economic or <br /> social chance in heck of flying. We should get Menlo Park and Atherton to realize that we <br /> are not going to go with these Alternatives. Put in auxiliary lanes, it is the quickest and <br /> least expensive thing we can do immediately to impact the intersection." <br /> Vice Mayor Ruskin said he did not support a double deck expressway on Woodside Road <br /> as it would divide the City, and asked if that feature was still in the plans. <br /> Manager Patterson said when Measure A was passed in 1988, all of the improvements <br /> listed in the Report were considered one project, and was projected to cost $56 million. <br /> He said trying to fund all those improvements would be extremely difficult. <br /> Council Member Claire said he did support double decking to El Camino Real, as it <br /> would alleviate the traffic problems at Broadway, Bay and Middlefield. <br /> MIS: CLAIRE/LEIPZIG TO ACKNOWLEDGE RECEIPT OF THE REPORT, DIRECT <br /> FURTHER STUDIES OF THE ISSUES COUNCIL HAD RAISED, AND BRING BACK A NEW <br /> REPORT TO COUNCIL BASED ON THOSE ISSUES AND NEIGHBORHOOD INPUT. <br /> Mayor Howard said her bottom line concern was, what is the benefit to Redwood City? <br /> She said the City has a Committee working with Belmont and San Carlos on mutual traffic <br /> issues, and suggested that the Committee gather information on this issue as well. <br /> Council Member Claire said a regional approach was the only good answer to these <br /> traffic problems and asked that Mayor Howard's suggestion be incorporated in the Motion. <br /> He also said it would be important to include the cities of Menlo Park and Atherton in this <br /> process to look at the corridor ITom Palo Alto to San Carlos.
