<br /> . . . . . - <br /> Keith Daum, 563 Scott, representing Redwood Village, said he appreciated the Council's <br /> - cautionary approach and awareness of the increased traffic problems along 84 at <br /> Broadway, Middlefield, and El Camino Real, and urged more study of future traffic <br /> patterns before deciding this issue. <br /> Ralph Nobles, County Planning Commissioner, questioned the utility of the Alternatives, <br /> and asked, what problems do they solve? Mr. Nobles said the problem was the traffic <br /> coming off the Dumbarton Bridge, and the proposed Alternative No.1 expressway did not <br /> address that obstacle. Mr. Nobles said Alternative No. I, which would be built over <br /> wetlands, would be subject to recent court decisions that would consider the whole project, <br /> not just the two areas on wetlands, but the whole length of the project when determining <br /> mitigation measures. He also stated that BCDC prohibits taking wetlands to build roads. <br /> Mr. Nobles said it would be very, very difficult to build Alternative No.1. <br /> Rudolph Luca, 820 Vera, said the proposed Alternatives did not address the problem of <br /> traffic bottlenecks, and they didn't appear to be beneficial to Redwood City. Mr. Luca <br /> said other alternatives should be pursued, such as widening Woodside Road. <br /> Loriana Kastrop, 28 Meadow Lane, representing Redwood Village, and a business owner <br /> in downtown Redwood City, asked the Council to consider regional transportation <br /> alternatives, such as hover crafts and bikes. <br /> - Robert Atwood, 1709 E, Bayshore, owner of two commercial properties in the path of <br /> proposed Alternatives, agreed that the traffic from the Dumbarton Bridge was a problem, <br /> as well as the lack of support and involvement in the process from the Cities of Atherton <br /> and Woodside. Mr. Atwood said he would like to know what the State is projecting in <br /> terms of traffic impacts in this area over the next 20 years. He said the City needed to <br /> know what the next step would be if any of these Alternatives were built. Mr. Atwood <br /> also expressed his concerns about the traffic backups on Broadway and El Camino Real. <br /> Susan Keely, 766 Canyon Road, said it didn't appear that anyone of the Alternatives <br /> would benefit the traffic situation in Redwood City. She expressed concerns that the <br /> Alternatives would negatively impact the wetlands, and displace residents and commercial <br /> businesses. She encouraged the Council to be proactive in resolving the traffic problems, <br /> not only on Highway 84, but within Redwood City as well. <br /> Council Member Claire said he agreed with Diana Johnson that Alternative 1 originally <br /> was further out in the Bay and not up against the Bayfront canal. He said it originally was <br /> to connect to Blomquist, Whipple and connect to Redwood Shores. He said the current <br /> alignment is not the one the previous Council discussed, and now with South Shores in the <br /> public domain that will never happen. Council Member Claire said he agreed with Mr. <br /> Daum who expressed concerns about signalization backing up traffic at Broadway and 84, <br /> and said CalTrans needs to address that issue.
