In response to Mayor Howard's questions, Mr. Ugarte described the budget for these
improvements, and said the projects are so far ITom the light of day that no budget had
been established, no funding had been sought, nor were they even on the state's long term
projects list.
Vice Mayor Ruskin said it was important to have community presentations before any
action was taken, and if traffic impacts were not mitigated from the Dumbarton Bridge to
Redwood City, then there was no reason to go any further with the proposed project.
Mayor Howard called upon those members of the audience who had submitted speaker's
cards:
Diana Johnson, 1315 E. Bayshore, spoke against Alternative No. I and described the
negative impacts it would have on her mobile home and the whole mobile home park. She
also said Alternative No. I would not be built due to its negative impact on surrounding
wetlands.
Ed Bailey, 3215 Page Street, representing Friendly Acres and East Bayshore
Neighborhood Associations said the proposed sound wall would create a tunnel effect,
lower property values, increase noise and negatively impact all the residents in the
Marsh/Woodside corridor. He suggested that the City involve all the neighbors in public
presentations.
Patrick Samal, 1709 E. Bayshore Road, said Alternatives 2 and 3 would go through his
commercial building as well as other commercial buildings in the area. He expressed
concerns about his over 100 employees and relocation of his building with its extensive
infrastructure. Mr. Samal said obviously any alternative that destroys his building is
unacceptable.
Mayor Howard advised that there would be many more public meetings regarding these
proposals and everyone would have input. She said nothing had been decided, and no one
was even close to that kind of a decision at this point. She asked staff to send notices of
these meetings to all speakers and anyone else who had shown an interest in this matter.
MEMO 2/10/98
Keith Bautista, 3010 Sterling Way, spoke on behalf of Mr. Brandon, who asked that the
impacts on the stop signs and signals on Seaport Boulevard be considered.
MEMO 2/10/98
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 FEBRUARY 9, 1998
MINUTES Page No. 250 PAGE 8
