. . . . . - Loriana Kastrop, 28 Meadow Lane, encouraged the Council to use the election results from just three months ago in making an appointment to the vacancy on the City Council. - She said the Council had the right and responsibility to make this appointment, and an election, according to the Charter should be the last resort. Ms. Kastrop said the most objective way to make a decision would be to use the results of the recently held election. She said waiting for another election would only make sense if there had not been a recent one. She said there was no significant reason to cost the taxpayers and the candidates additional money to hold another election. Ms. Kastrop said the people of Redwood City had already decided this issue through an election, and she urged the Council to make its decision on that basis. Ralph Nobles, Country Club Drive, said there were several members of the audience who would make great Council Members. He said he didn't want to offend anyone, but he felt "there was only one democratic way the Council has to fill this spot, and that is to use the preference that was expressed by the citizens of Redwood City in our recent election. As I recall that preference went Ira, Hartnett, Howard, Bain, Miller and Atherly. So I think you ought to take the next person on that list, and if they are unwilling to do it, then the next and so forth, until you get a new member of the Council." Keith Daum, 563 Scott Avenue, speaking for the Redwood Village Neighborhood Association and also the Scott Avenue Neighborhood Watch Group, encouraged the Council to appoint a new Member now. He said last Monday when water was threatening his home he called upon someone he knew was always willing to help. Mr. Daum - recommended that Ian Bain be appointed. He said Mr. Bain would represent all of Redwood City well. Terry Anderlini, 619 Marlin Court, Redwood Shores, President of the Redwood City Home Owners Association, urged the Council to appoint someone from Redwood Shores. He said it was "a golden opportunity rectify a long standing wrong in this case. Citizens of Redwood Shores haven't had an elected representative on the City Council since the Ice Age, and it is getting chillier out there." Mr. Anderlini said the lack ofrepresentation has caused a lot of misunderstanding." He said the "people of Redwood Shores don't really feel a part of Redwood City as they should." Mr. Anderlini said Redwood City 2000 urged doing things to pull the City together. He suggested the appointment of La Verne Atherly, Carole Ford, Pat Dixon, or Colleen Jordan, or other highly qualified people in Redwood Shores. Mr. Anderlini suggested that an analysis of the recent election results shows that after the top three candidates who were elected, the next three finished so close as to make the difference between them almost "unidentifiable."
