MIS: CLAIREIRUSKIN TO APPOINT IAN BAIN TO THE VACANCY ON THE COUNCIL TO SERVE UNTIL THE NEXT REGULAR ELECTION IN NOVEMBER, 1998 Council Member Claire said Council Members earn a combined salary and benefits of $1,100 per month, which translates into $4.23 an hour. He said Council Members give up a lot of money to be on the Council, and serving on the Council shouldn't be taken lightly. Council Member Claire said John Murphy from Redwood Shores was a good man and would be a good Council Member, but he was disturbed that "there seems to be a wedge being driven between the rest of our City and neighborhoods and Redwood Shores that centers on the fact that no one from Redwood Shores represents them." Council Member Claire said that he had tried to get Mr. Slusser to run for Council on three occasions, and Bob Norris served two terms, and Jack Murray served on the Council as well. He said that a geographic location should not be the major qualification for serving on the Council. He said he represented every neighborhood in the City and had fought for Redwood Shores interests over and over through the years, including capping the bonds. Council Member Claire said every Council Member serves the entire City. Council Member Claire said the Charter was clear that no matter what the Council did at this point, there will be an election in November, and discussions about special elections or June elections would not change that fact. Vice Mayor Ruskin said this was a difficult decision that will probably please no one. He said the Charter was clear that a vacancy shall be filled by appointment of the remaining Council Members. He said, "The people who voted the Charter in wished us to make an appointment. Their reasoning is not explicit, but there are some good reasons that can be seen today for that. We have a lot of work to do. We need seven people on here immediately. We can not afford to have tie votes and stall the City should that occur." Vice Mayor Ruskin said the Council will probably make an appointment at this meeting, and will definitely have an election in November, 1998. He said, "What is important at all times is that we honor the law. We need to honor the Charter whether we agree or disagree with it. We need to honor the law as our Attorney expresses it, whether it is inconvenient or whether we agree or disagree with it. It seems to me we need to appoint someone and we need to hold an election in November. The relations with all the neighborhoods are very important to me. The difficulty is in trying to make appointments to please some of the neighborhoods (and) I find that there is no way I can do that without offending others." Vice Mayor Ruskin said he had received numerous requests to appoint someone ITom Redwood Shores as well as to appoint someone "who was reflective of Judy's background ITom the Fair Oaks Area... or someone from Redwood Village." He said the election in November will give everyone ITom all the different neighborhoods the opportunity to run for Council. Vice Mayor Ruskin said he wanted to make a decision that he "could explain to everyone in Redwood City. And the only way that I can do that, is to look back at the election 90 days ago, and choose the next runner-up... Ian Bain."
