Council Member Claire said he first thought of nominating former Mayor Brent Britschgi, who would not run again in November, because it would satisfY Council - Member Leipzig's concerns about the democratic process and provide the Council with an experienced and excellent Council Member. He said if Ian Bain chose not to accept the appointment he would be willing to go to the next highest vote getter, Bonnie Miller, and if she declined it, then La Verne Atherly. Council Member Claire said he thought that was the democratic process that should be at work here. He said Council Member Buchan was the sixth person to resign from the Council, and previous to her resignation, Michael Barrett resigned in 1979. Council Member Claire said Bill Stangel was appointed at the next Council meeting, without any public process, to fill Mr. Barrett's term. He described the four previous resignations and their immediate replacements by appointment, and noted that Council Member Leipzig's mother served on the Council during two of those resignations and appointments. He said he believed there was precedent for immediate appointment. Council Member Ira said. "As far as the November election, I believe the people did speak, and the people spoke clearly. I can say this because I was one of the three. They clearly said they wanted Jim and Diane and myself on the Council. I really don't think we can go beyond that. Who knows what the election results would have been had Judy resigned in enough time to where we had the people, given the choice, they would have elected four people. I don't think you can make that conclusion that the next person was the people's choice. I really feel that the election was done, the democratic process was in force, and that the people did speak, and the three of us are up here right now. Beyond that - I feel that we really have to look at the pool of every single person here in Redwood City that would fill that void for the time period between now and November. I really feel if we make an appointment here I would love to see someone from Redwood Shores to come on this Council. I would like to see someone who is an ex-Council Member actually. I would love to see Brent Britschgi up here to bring us through this time until November. I feel that the person who would be selected would have a definite advantage in the November election, and especially considering the way it was a contested election, and that so many things did happen, that it would be in the best interest of the Council to try to nominate someone who would be a neutral person. I don't have a particular nomination here, but I would certainly be open to all kinds of different ones, for example Brent Britschgi would be a very good nomination, as far as I am concerned." Mayor Howard said the Minutes of the January 31, 1998 adjourned regular meeting reflect that four Council Members voted to have the Council Meeting extension deadline decided by a simple majority vote. Mayor Howard thanked everyone for coming and speaking from their hearts.
