Council Member Claire expressed concern that parts of a discussion held in a Closed Session on the City Manager's evaluation were being leaked to the newspapers. He advised that those sessions are confidential. Council Member Claire cited an article written by Jerry Fuchs which alleged that he (Claire) had "said some things that stopped that meeting." He said he was disturbed that members of the Council or a member of the Council divulged any part of that discussion to the press. He advised everyone that he "would not participate in closed sessions if we continue to have those kinds of leaks." Council Member Claire said if he found out who did it, he would ask to have that Council Member(s) censured. MEMO 2/20/98 D. Mayor Howard advised that at the January 31, 1998 workshop the Council decided to start Council Meetings at 7 p.m. rather than 7:30 p.m., "so we could get more information into the Meeting and possibly end at a reasonable hour for most people. Also, we are going to have two regular Council Meetings a month on the second and fourth Mondays aligning (Council Meetings) with Redevelopment Agency Meetings. Those will be for regular Council business. We will also have a Meeting on the first Monday of the month for overflow Council business plus study sessions or meetings with Board, Committees and Commissions." MEMO 2/20/98 E. Council Member Hartnett, Council's designated liaison to the Port, reported that "the Port of Redwood City is lobbying the appropriate State and Federal officials to have dredging completed so as to bring the depth of the Port back to where it was so that cement ships can come in. There is a significant problem now. Because of the construction boom the volume is way up at the Port, but cement ships can't get in because of the siltation. The Port is asking for assistance in lobbying the appropriate officials. There will be written communications coming from the Port and you will probably see something in the press."
