Mayor Howard clarified the motion: Council Meetings to begin at 7:30 p.m. held on the first, second and fourth Mondays of each month, with an additional scheduled meeting if necessary, on a ninety-day trial basis. In response to Council Member Bain's questions, Mayor Howard said this motion would direct staff to consolidate business items on the second and fourth meetings.. Council Member Hartnett said he would oppose the motion because it would be better to plan to do the public's business with four scheduled Council meetings per month, while recognizing that a meeting could be canceled if it wasn't deemed necessary. He said he agreed that it is easier to eliminate a meeting than to add one. Council Member Bain said he agreed with several of the speakers that the three- minute rule should be eliminated. He said he believed that Council Members could shorten their remarks and be more concise. Council Member Bain said he agreed with Council Member Hartnett that it is easier to remove a meeting than to add one. He said he was not convinced that Council Members could do their job effectively if they were expected to consider more and more information squeezed into two nights rather than four. He said he was concerned that public input would be curtailed with the proposed schedule. Council Member Bain said he would like to see "as an experiment, staff work towards reducing the size of the (agenda) packet so that we can eventually reduce to those three meetings with our packets staying the same size. That would be an interesting experiment." Mayor Howard said it was important to give staff clear direction in this matter.
