<br /> Mayor Howard clarified the motion: Council Meetings to begin at 7:30 p.m. <br /> held on the first, second and fourth Mondays of each month, with an additional <br /> scheduled meeting if necessary, on a ninety-day trial basis. In response to Council <br /> Member Bain's questions, Mayor Howard said this motion would direct staff to <br /> consolidate business items on the second and fourth meetings.. <br /> Council Member Hartnett said he would oppose the motion because it would be <br /> better to plan to do the public's business with four scheduled Council meetings <br /> per month, while recognizing that a meeting could be canceled if it wasn't deemed <br /> necessary. He said he agreed that it is easier to eliminate a meeting than to add <br /> one. <br /> Council Member Bain said he agreed with several of the speakers that the three- <br /> minute rule should be eliminated. He said he believed that Council Members <br /> could shorten their remarks and be more concise. Council Member Bain said he <br /> agreed with Council Member Hartnett that it is easier to remove a meeting than to <br /> add one. He said he was not convinced that Council Members could do their job <br /> effectively if they were expected to consider more and more information squeezed <br /> into two nights rather than four. He said he was concerned that public input <br /> would be curtailed with the proposed schedule. Council Member Bain said he <br /> would like to see "as an experiment, staff work towards reducing the size of the <br /> (agenda) packet so that we can eventually reduce to those three meetings with our <br /> packets staying the same size.
