APN 095-233-130, 095-221-080 (-090,100,110)
1. Staff report;
REPORT: Senior Planner Passanisi, February 27,1998 and March 2,1998
Senior Planner Passanisi used overheads and presented the staff report. He said
the issues before the Council were two amendments to the Planned Development
Agreement between Flatirons Funding Limited Partnership and the City of
Redwood City regarding the Electronic Arts campus. He described the properties
in question: the property at the northeast intersection of Redwood Shores
Parkway and Twin Dolphin Drive owned by Flatirons Funding; and, "north of that
is property owned by Shorebreeze Associates, north of the Shoreline Drive
extension. Between those properties there is Parcel B." Senior Planner Passanisi
said currently there is a Planned Development agreement with Flatirons Funding
but none with Shorebreeze Associates.
Senior Planner Passanisi said that when the Planned Development Agreement
was approved several years ago, Parcel B, a .4 acre parcel, was owned by Flatirons
Funding. He said that following approval of the Agreement, Flatirons Funding
transferred ownership of Parcel B to Shorebreeze Associates with the
- understanding that landscaping be maintained on Parcel B consistent with the
standards of the City and Shores Business Center Association. He said it was
transferred because Flatirons Funding had no use for the property, and
Shorebreeze wanted to use it for a parking area, a driveway and landscaping.
Senior Planner Passanisi said the Planning Commission recommended approval
of this amendment subject to the condition that Shorebreeze Associates not protest
the formation of a traffic assessment district in Redwood Shores, evidenced by an
agreement. He said that Shorebreeze originally appealed that condition but
withdrew it after they had more information on the traffic assessment district.
Senior Planner Passanisi said the issue tonight was the amendment to the
Planned Development Agreement and not the land use on Parcel B.
Senior Planner Passanisi said the proposed second amendment was a
technicality that needed to be cleared up. He said that Flatirons Funding and
Shorebreeze Associates wanted to bring the Planned Development Agreement into
conformance with Parcels described in the Final Subdivision Map. Senior Planner
Passanisi said that when the Final Map was filed "certain parcels became the
common area for the Electronic Arts Project and other common areas became part
- of the Shores Business Center Association." He said the proposed changes do not
affect Electronic Arts or the Shores Business Center nor minimize access to the
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 MARCH2,1998
MINUTES Page No. 305 PAGE 11
