1. Capital Iinprovernent Plan <br /> Develop Alternatives <br /> Once the deficiencies are identified by Consultant, the information can be used to formulate and evaluate <br /> alternatives for improvements by Consultant. For efficiency,all conceptual alternatives will be reviewed first <br /> and will not necessarily be reflected in the model. <br /> Analyze and 3elect Alternatives <br /> The selection of alternatives will include City staff and other stakeholders. Consistency with the objectives, <br /> enhancement of public safety, enhancement of environmental stewardship, constructability, and cost (at a <br /> minimum)will be assessed by Consultant in the selection.The selected conceptual alternatives will be refined <br /> to a higher level of design and then reflected in the model to confirm their viability for meeting the projects <br /> objectives by Consultant. <br /> Develop Cost Estimates <br /> Consultant shall develop cost estimates for the selected alternatives, based the unit prices for recent siorm <br /> drainage projects in and about the City. Consultant shall check the cost estimate against a limited number of <br /> "Labor and Materials" type estimates. Engineering, construction management, p.ermitting, traffic handling, <br /> modifications to existing non-starm drainage facilities, etc. will be included as separate items in the costs. <br /> Consultant shall also work with the City to establish estimated land/right-of-way costs. <br /> Prioritize Improvements and Develop Capital Improvement Program <br /> Consultant shall collaborate with the City in developing the decision criteria for use in comparing the <br /> conceptual alternatives and in selecting the recommended alternative. The relative scores will be totaled for <br /> each alternative and will provide the basis for comparison between the alternatives. <br /> Deliverable:Dacumentation of CIP Alternatives Selection and Cost. <br /> Schedule: to be completed by October 1,2014. <br /> 2. Master Plan Repart <br /> Report Text <br /> Consultant shall develop a draft Storm Drainage Study report.The report will document the need for and the <br /> purpose of the Study,the criteria used, the development of the facilities database,the development of the <br /> hydrologic and hydraulic models, the calibration of the models, the identification of deficiencies, the <br /> selection of the improvement projects including alternatives,the CIP,and all back-up documentation. <br /> Maps <br /> Consultant shall produce clear,easy to read Deficiency and Improvement Maps. <br /> Deliverable:Drainage Master Plan with CIP. <br /> Schedule: to be completed by October 31,2014. <br /> REV:OS-15-14 J5 <br /> Page i6 of 18 <br /> ATTY/AGR.2014. 007/Wood Rodgers Storm Plan <br />
