Such improvement security <br /> shall also contain the provision that the security contains <br /> a guarantee that the City may recover reasonable expenses , <br /> including attorneys fees incurred by the City in successfully <br /> enforcing the security to complete such improvements . <br /> "Section 30 . 81 . Improvement Security : Special Assessment <br /> Proceedings - Reduction. In the event the required subdivision <br /> improvements are financed and installed pursuant to special <br /> assessment proceedings , the subdivider may apply to the Council <br /> for a reduction in the amount of improvement security which <br /> would ordinarily have been required for such project but <br /> for the amount to be provided by such subdivider in connection <br /> with such special assessment. The Council may grant such <br /> reduction if it finds that adequate assessments to provide <br /> for such improvements for a project have been made by such <br /> subdivider in connection with such special assessment <br /> proceeding. <br /> "Section 30 . 82 . Improvement Security: Release . All <br /> improvement security shall be released in the following manner : <br /> " (a) Security given for faithful performance of any act <br /> or agreement shall be released upon the final completion and <br /> acceptance of the act or work. However , the Director of Public <br /> Works may release a portion of the security in conjunction <br /> with the acceptance of the performance of part of the act or <br /> work as the improvements or project progresses upon application <br /> therefor by the subdivider ; provided , however , that no such <br />
