"Section 30 . 83 . Soils Report. For all divisions of <br /> land for which a parcel map or a final map is required , <br /> with the exception of a map for merged lands or reversions <br /> to acreage, a preliminary soils report , prepared or approved <br /> by a civil engineer registered in this state , based on <br /> adequate test borings shall be submitted to the Director <br /> of Public Works and to the Building Official in accordance <br /> with the provisions of this section. <br /> "Such preliminary soils report shall be submitted prior <br /> to the approval of the tentative parcel map or tentative map <br /> if the land to be divided has been designated in the seismic <br /> element of the General Plan as land subject to landslides , <br /> or has otherwise been determined by the City to contain <br /> potentially hazardous soils conditions , or if the land to be <br /> divided is located on a hillside area having slopes of fifteen <br /> percent (15%) grade or better. In all other instances a <br /> preliminary soils report shall be submitted prior to the <br /> approval of the parcel map or final map. <br /> "The preliminary soils report may be waived by the <br /> Building Official if he has knowledge of the soil condition <br /> of the land to be divided and, upon that basis , he determines <br /> that no preliminary soils report is necessary. <br /> " If the City has knowledge of , or the preliminary soils <br /> report indicates , the presence of critically expansive soils <br /> or other soils problems which, if not corrected , would lead <br /> to structural defects in any building to be constructed on a <br /> site , a soils investigation shall be performed for the overall <br /> subdivision by a civil engineer registered in this state. <br /> P <br />
