" (6) Illumination of every off-street parking and loading <br /> facility shall be so constructed, installed, <br /> maintained, and operated so as to preclude direct <br /> illumination of any adjoining residential propert_y. <br /> " (c) In the event that the Planning Director, or his <br /> designee, finds that the design or landscaping of any off-street <br /> parking and loading facility, not theretofore approved by the <br /> City, is not compatible with, or substantially detracts from, <br /> the appearance of the area within which such facility is located, <br /> the Planning Director, or his designee, shall prepare a written <br /> statement of such finding and facts in support thereof, and <br /> transmit said statement to the Architectural Committee, and <br /> transmit a copy thereof to the owner of such facility, together <br /> with notification to said owner of the date upon, and time, and <br /> place at which, the Architectural Committee will review such <br /> finding. <br /> "Upon such review, the Architectural Committee shall <br /> confirm or reverse the finding. In the event the finding is <br /> confirmed, the owner shall apply for an architectural permit <br /> for the off-street parking and loading facility pursuant to <br /> the provisions of Article 45 hereof. In the event the finding <br /> is reversed by the Architectural Committee, the provisions of <br /> Article 45 hereof shall not apply to such facility. <br /> " (d) No person shall park orstore, or cause or permit <br /> the parking or storing of any vehicle upon any off-street parking <br /> and loading facility for the purpose of displaying such vehicle <br /> for sale, lease, or rental unless such use of such facility is <br /> otherwise permitted pursuant to the provisions of this ordinance, <br /> any permit issued pursuant thereto, or pursuant to the provisions <br /> of any other ordinance.
