" (6) Illumination of every off-street parking and loading facility shall be so constructed, installed, maintained, and operated so as to preclude direct illumination of any adjoining residential propert_y. " (c) In the event that the Planning Director, or his designee, finds that the design or landscaping of any off-street parking and loading facility, not theretofore approved by the City, is not compatible with, or substantially detracts from, the appearance of the area within which such facility is located, the Planning Director, or his designee, shall prepare a written statement of such finding and facts in support thereof, and transmit said statement to the Architectural Committee, and transmit a copy thereof to the owner of such facility, together with notification to said owner of the date upon, and time, and place at which, the Architectural Committee will review such finding. "Upon such review, the Architectural Committee shall confirm or reverse the finding. In the event the finding is confirmed, the owner shall apply for an architectural permit for the off-street parking and loading facility pursuant to the provisions of Article 45 hereof. In the event the finding is reversed by the Architectural Committee, the provisions of Article 45 hereof shall not apply to such facility. " (d) No person shall park orstore, or cause or permit the parking or storing of any vehicle upon any off-street parking and loading facility for the purpose of displaying such vehicle for sale, lease, or rental unless such use of such facility is otherwise permitted pursuant to the provisions of this ordinance, any permit issued pursuant thereto, or pursuant to the provisions of any other ordinance.
