. . . . , . Council Member Hartnett expressed support for the motion and said it was important to be flexible and not let people think there was a set schedule for Council to decide this matter. He said he did not want a possible reconfiguration to be the main focus of the - study sessions the Council will hold with its boards, committees and commissions. Council Member Bain said he wanted to clarify that he did not believe it was a bad idea for staff to bring ideas to Council. He said there had been a communications problem with this issue. Council Member Bain said he would support the motion and agreed that all the recommendations made tonight should be thorougWy explored by all the group members, and should take place over time. Vice Mayor Ruskin agreed that the study sessions over the next year should be all encompassing where the Council and boards, committees and commissions just talk to each other. He also said staff should never fear to initiate an idea and bring it to Council. Parks, Recreation and Community Superintendent Centeno thanked Council for the thorough discussion and said she looked forward to the upcoming study sessions. Mayor Howard said this all came about because the Fair Oaks Community Center Advisory Board initiated talks about merging with another group or dissolving their Board, since there were duplications of service, County oversight, and a Fair Oaks facilities group. She thanked staff for bringing this matter to Council. . (209) REPORT: Community Development Director, March 16, 1998 Councilman Leipzig said he was against dissolving the Traffic Advisory Committee, stating it was an important committee. He said that whenever the Council Members can get citizen input they ought to welcome it. He said, as the Committee's first Chairman he was fully aware of the difficulties the Committee has had over the years, but Council and staff needed to work through those problems instead of dissolving the committee.
