In response to Council Member Ira's questions regarding enforcement of the City's newsrack ordinance, City Manager Everett said that removal of all the illegal newsracks had been a little slower than anticipated, or desired, and new measures were being undertaken to remove the remaining newsracks by May I. (709) In response to Council Member Ira's questions regarding the removal of shopping carts, City Manager Everett said that staff had also tried self-regulation with this enforcement problem. He said that every City wrestled with this problem, and ultimately every City had to employ a more punitive process. City Manager Everett said he would oversee coordination of all the City departments working on this problem. MEMO 3/17/98 F. Mayor Howard said she was sorry the press had left because she wanted to tell everyone about Redwood City's newest Sister City, Colima, Mexico. She said, "Redwood City International initiated a Sister City pact with the City and State of Colima, Mexico and the Port of Manzanillo. They had worked on this selection for some time, and I have to compliment them on their choice. A delegation of Redwood City International members and people from the community went to Colima this past week. We were greeted by the Colima Sister City delegation and from the day we arrived to the day we left (they) were the most gracious, friendly, eager, and responsive people I have ever met in my life. These people are so proud of their City and their community and want so desperately to have a connection with Redwood City. We were busy from morning to' night. We visited museums, schools and universities. We visited shops. We visited the Port.... We visited a volunteer fire department of ninety people who serve 150,000 people, and these were the proudest men I have ever come across.... There are no fire hydrants in Colima. They have a 15,000-liter truck that carries the water to a fire. What an education it was to us. These are people who were not saying what can you do for me. These were people who were saying we are so proud of our community. We have something to offer, so let's be a Sister City. We signed the Sister City Pact on Monday." Mayor Howard showed everyone the formal Treaty signed by the Governor and the Mayor of Colima. She said it looked like the entire town attended the signing celebration. (209) Mayor Howard said there were eighteen members of the Redwood City delegation who paid their own way to attend this historic occasion. She showed two newspapers from Colima heralding the new Sister City relationship on their front pages. Mayor Howard showed the key to Colima given to her by the Mayor of Colima at a party he hosted. She said it was a very successful trip, and several projects are being discussed between the two Ports. Mayor Howard said the Chambers of Commerce will work together as well. She said a delegation from Colima is planning to attend the Chamber Expo in May, and a business group from Redwood City is planning to travel to Colima in the fall. Mayor Howard said that Colima officials were very interested in Redwood City's Kainos Home and Training Center because they have a Downs Syndrome Center, and they were eager to learn more about Kainos' programs. She said there were a lot of opportunities to share with Colima, culturally, economically, and educationally.
