<br />Superintendent Centeno reported that staff proposed to have two representatives from <br />each of the groups come together and work with staff to see if a reconfiguration made <br />sense. She said if that group wanted to make recommendations they would go back to <br />their board, committee or commission and discuss it at that level, and if appropriate, <br />recommendations would then be brought to the City Council. She asked Council to let <br />staff know if they were interested in this proposal. <br />Council Member Claire said he was not interested in this proposal for the Parks and <br />Recreation Commission, the Senior Affairs Commission and Cultural Commission, but <br />agreed that the Fair Oaks Community Center Advisory Board should decide its own <br />destiny. He said that all these groups continue to serve the City well. <br />In response to Mayor Howard's questions, Superintendent Centeno said staff believed <br />this process could be concluded in April. <br /> MEMO 3/17/98 <br />Council Member Leipzig said he had not heard about this proposal until some members, <br />who were upset about it, had called him. In response to Council Member Leipzig's <br />questions, Superintendent Centeno said staff had talked to the various groups, and some <br />of the members had expressed support to pursue a discussion regarding reconfiguration. <br />Superintendent Centeno agreed with Council Member Claire that all the members and <br />groups have served the City well. She described how some ofthe groups had gone to each <br />other's meetings because the topic of discussion was related to both their spheres of <br />influence, and wanted input into the project. Superintendent Centeno described the <br />overlapping interests and how that had sparked staff to wonder if it was worthwhile to look <br />at reconfigurations, or other forms of coordination. <br />Council Member Leipzig suggested looking at how the members were appointed and the <br />appropriate number of members of each group. He said these groups were real assets to <br />the City and he wanted to enhance their value and market them in a more effective manner. <br />He said scarcity sometimes enhances value, and suggested fewer members might foster <br />competition for these valuable memberships. <br />Council Member Ira agreed there were overlapping interests and suggested <br />representatives from one group regularly attend other groups' meetings to make sure their <br />interests and concerns are heard. He said he would have preferred that the groups <br />themselves had approached the Council to voice their concerns and report what they <br />needed to meet their goals. He said he was very interested in listening to the various <br />groups to find out what they wanted to do and what they needed from staff and the <br />Council. Council Member Ira said he wasn't really interested in pursuing it from the staff <br />end. <br />Council Member Rain agreed that he would have preferred that this proposal had come <br />from the groups themselves.
