Mayor Howard said that she had received comments from people who live hear Stafford Park asking if the plans could be scaled back a little as it wasn't what they had envisioned for their neighborhood. Mayor Howard said that, "I remember that Council Member Hartnett said not too long ago that he would like to see us accomplish a couple of short term goals, something that would be visual in the community, that would have immediate benefits. I'm just concerned about the cost of the Parks, if we put in everything that is planned, that we might sacrifice another park that we could also bring into the picture for our neighborhoods benefit, particularly Madison Park, because these people have already raised $1,500 on their own and are planning another fund raiser." Mayor Howard suggested that the plans might be scaled back a little so other parks could have some short term projects done as well. She recommended that the neighbors be brought together to share their ideas and information. Mayor Howard said Council should consider a 50/50 plan as is done in other cities, which would save a considerable amount of money. She said that Farm Hill neighbors had called saying how pleased they were with the arterial stop recently installed, and she suggested delaying the installation of an expensive traffic signal to see if the arterial stop might be sufficient. Mayor Howard said she agreed with the proposed Creek repairs and playing fields. She said she also agreed with Vice Mayor Ruskin that money should be set aside for entryway improvements, especially El Camino Real. She suggested that business owners should be aggressively encouraged to participate in improving El Camino. Mayor Howard said that volunteers could be used to improve landscaping on medians, perhaps on the City's clean-up days. Council Member Claire said he wasn't interested in "spreading the park money around", he'd rather do two parks well. He said he agreed with the previous comments made, that both Stulsaft and Stafford should be considered regional parks, and expressed support for the current plans. Council Member Claire said he would never support a 50/50 plan for sidewalk replacement, the City owned the sidewalks and the City should repair them. Council Member Claire said arterial stop signs work well, but they don't slow down traffic. He said the traffic calming recommendations coming soon to Council would probably work better than traffic lights. Council Member Claire said the Council would have to make some tough decisions soon, and after the reports from staff and the Utility Committee are submitted, Council would have to consider its priorities very carefully. Council Member Hartnett also said he could not support a 50/50 sidewalk replacement policy. He spoke to the issue of playing fields, and s'aid, "I agree that we need more than one... I would like to see us go aiIead and get at least one in the next fiscal year, where we committed to, contracted for, and get it started... With the understanding that we certainly need more than one. The demand is great now, and it is not going to lessen." Referring to plans for Stulsaft and Stafford Parks, Council Member Hartnett said although the Mayor had accurately characterized his support for short term, easy to do, visual impact projects, "it would be difficult to scale back in a minor way.
