<br />Mayor Howard called on those people in the audience who handed in speaker's cards. <br />Erin Callaghan, 176 Central Avenue, co-chair of the Redwood Oaks Neighborhood <br />Association, thanked the Council and staff for their flexibility in resolving traffic <br />problems. She said the Council had come a long way in improving the Traffic <br />Engineering Department. Mrs. Callaghan said Dan Smith and Rich Haygood had done <br />wonders, and she said she was thrilled Redwood Oaks Neighborhood was chosen as the <br />test site. She said it was a great start and again thanked the Council. <br />Guillaume Shearin, 113 Orchard A venue, said, "this has been a thoughtful study" that <br />addressed the problems of the neighborhood, and the only minor complaint heard from the <br />neighbors was that the first phase didn't go quite far enough. He said they still wanted <br />staff to consider mitigations for the north/south streets. Mr. Shearin said Orchard Street <br />was the third most traveled street and was quite wide, which led to excessive speeding. He <br />said he was looking forward with further efforts that will address those problems. He <br />commended Council and City staff in their approach to these problems which seemed to <br />plague all cities. Mr. Shearin said he was sure these first efforts would provide positive <br />results. <br />Mayor Howard asked if anyone else wished to speak to this issue. No one came <br />forward. <br />Council Member Bain thanked Mr. Smith and staff for the great Report, and said he was <br />pleased that staff was approaching traffic problems in a new way. He asked that staff <br />come back within six months, or a reasonable time frame, with recommendations for the <br />north/south streets. He said Central Avenue had up to 4,200 trips per day and something <br />had to be done about that street. <br /> MEMO 4/28/98 <br />Council Member Claire also expressed concern about the traffic on Central A venue and <br />the need for recommendations for mitigation. He also asked that staff bring back <br />recommendations to Council within six months. Council Member Claire said that after <br />this program was declared a success he wanted staff to take a look at Alameda de Las <br />Pulgas - especially in front of his house where traffic exceeds 150 MPH. He alerted his <br />colleagues that there might be a few people who will call and complain about these traffic <br />control efforts, but staff needed to they know they had Council support and they were all <br />moving in the right direction. <br />Council Member Hartnett said he wanted to make sure that when the Report comes back <br />to Council that staff has had ample time to validate the experiences and judge what else <br />might need to be done. He said if staff could do it in less than six months, it would be very <br />helpful, so the program could be moved along apace.
