He said ARV had <br /> several facilities in the Bay Area including the Retirement Inn of Burlingame, <br />- communities in Sunnyvale, San Jose, Campbell, and Fremont. Mr. Collins said 85% of <br /> the residents have family within 10 miles of the facility. He said it is a good business that <br /> requires a certain compassion and sense of responsibility that is not found in every <br /> business. Mr. Collins said, "We always want to have the kind of community that our own <br /> families would live in." He said his mother-in-law was in fact a resident of one of their <br /> facilities. He thanked the Council for the opportunity to bring their services to Redwood <br /> City. <br /> Louis Swart, CEO of The Hillsdale Group, said the first two speakers had described the <br /> situation accurately. <br /> Mayor Howard called upon those people in the audience who had handed in speaker's <br /> cards. <br /> Peggy Tweedie, Chairperson of the Redwood City Housing and Human Concerns <br /> Committee, introduced all the HHCC members in the audience and said the Committee <br /> was in support of the proposed in-lieu fees. She said, however, that the Committee wanted <br /> Council to direct any proposal for all or part of the $2 million in lieu-fees to the HHCC for <br /> its recommendations before it came before the Council for approval. Mrs. Tweedie said <br /> that they wanted "the funds to be used for low-income and senior housing units and not <br /> given to just any developer." She said they wanted to use those funds to "develop a whole <br />- new housing unit for low income and seniors." Mrs. Tweedie said that the Committee did <br /> not support allowing developers to buy-out their obligations for affordable housing. She <br /> said the funds could be distributed over several housing opportunities or for one large <br /> development. <br /> Mayor Howard had the members of the HHCC stand up, and she thanked them for their <br /> work on the CDGB and HSFA funding. Mrs. Tweedie introduced Charles Greer, Sue <br /> Keely, Hilary Paulsen, John Dempsey, and Kathleen Mahany. <br /> In response to Vice Mayor Ruskin's questions, Mrs. Tweedie said the Committee did not <br /> want to have the in lieu fees spent on existing housing. She said they hoped to be able to <br /> build something similar to the City Center development on Main and Middlefield, to <br /> create more housing for low income and seniors. <br /> Kathleen Mahany, member of the HHCC, expressed several concerns, including whether <br /> there would be an Alzheimer's unit at the Woodside Terrace facility, would there be <br /> substantial rent increases for the current residents, and will the City monitor the rate <br /> situation at the facility. Mrs. Mahany said that she had called ARV in the Bay Area and <br /> was told that none of their facilities had Alzheimer's units. She agreed with Mrs. Tweedie <br /> that the in lieu fees could be leveraged to get more funds for housing for low income <br /> families and low income seniors.
