downloaded from the Internet (on file in the City Clerk Department) that it would be
withdrawing its invitation this year due to UDC using "our parade as a vehicle to express a
political position." Ms. Christy said that was an untrue statement, it was an act of
discrimination against the UDC, and she planned to sue the PCA for libel. Ms. Christy
said the UDC was a non-profit, benevolent, women's association, and was the oldest
patriotic organization in America. Ms. Christy asked Council not to issue the permit to
PCA for the parade (Item 3.1 on the Consent Calendar), until this issue could be resolved.
(203, 604)
In response to Council comments, Assistant City Attorney Sorba said he would need
time to research the facts surrounding this issue, but at first glance it appeared to be a
dispute between two private parties, not involving the City.
Council Member Leipzig suggested that the Council postpone a decision on this matter
for one or two weeks, until the matter could be reviewed.
MEMO 4/27/98
D. William Abney, 2660 Broadway, Give Pizza Chance, representing the Downtown
Merchants Business Group, spoke in support of the planned Sunflower Festival, May 16
and 17, 1998. Mr. Abney said he and his fellow merchants were working with the PCA on
this year's 4th of July Parade.
Mayor Howard thanked Mr. Abney for his efforts on behalf of the City, his neighbors,
Redwood City 2000, and "for all that you give back to the community."
E. Ron Guglielmone, Redwood City resident and City employee, described his interests in
improving waste management in Redwood City and reducing landfill. He made three
suggestions to help Redwood City better deal with improved waste management. Mr.
Guglielmone suggested that placing recycling bins in the City's parks would cut down on
the cans, bottles and paper found there, especially on Monday mornings. He said a large
pet store might be willing to provide "pooper scooper" bags with its logo on them, and the
City could make them available on stands in parks and open areas. Mr. Guglielmone said
BFI had done a great job for the City, but suggested that more could be done in the field of
recycling metals. He added one last suggestion, asking Council to have staff address the
issue of malfunctioning water fountains in the City's parks.
Mayor Howard thanked Mr. Guglielmone. She described the City's efforts to improve
waste management and the Park and Recreation Commission's efforts regarding the "dogs
in the parks" issue. She advised she would talk to BFI about recycling metals, and have
staff look into problems with the drinking fountains.
MEMO 4/27/98
F.
