I . . - <br /> <br /> not whether it is wetlands, but clearly the road has to cross the 5th Avenue storm channel <br /> which some people would probably consider wetlands, in order to get from the existing <br /> - terminus out into the salt ponds." <br /> Mayor Howard called upon those people in the audience who wished to speak to this <br /> Issue. <br /> Ed Bailey, 3215 Page Street, said that the further out into the salt ponds the extension can <br /> be built the better it would be for the people who live in the mobile home parks. Mr. <br /> Bailey said although the plans include storm drainage improvements, the completion date <br /> is so far in the future, that he urged the Council not to tie the City's flooding problems to <br /> completion of this project, but to begin work on the flooding problem separately as soon as <br /> possible in conjunction with surrounding communities and the County. Mr. Bailey <br /> described the current sound wall on the west side of the mobile home parks and said that if <br /> plans included a sound wall on the east side it would create a cavern effect with all the <br /> noise and soot from both 101 and Route 85 settling into the mobile home parks. He urged <br /> the Council to take the mobile home owners' interests to heart. <br /> Scott Mace, 104 Elm Street, San Mateo, representing the Midpeninsula Bicycle Coalition, <br /> said he applauded the staff's recommendation Number 4, bicycle access to be provided. <br /> He said most freeway ramps become extensions of the freeway and bicyclists must weave <br /> through traffic coming off or getting on ramps. Mr. Mace said traffic calming devices <br /> must be utilized or bicycle lanes will not protect bicyclists. He said the Midpeninsula <br /> - Coalition would be happy to be a resource for the City to make bicycle access as safe as <br /> possible. <br /> Jim Bigelow, representing SAMCEDA, said that his Board has determined that <br /> Alternative Number I was the best alternative available. He said that it was obvious it <br /> needed more work as discussed earlier. He said SAMCEDA would support an extension <br /> of a greater project to the West than was anticipated. Mr. Bigelow said, "The <br /> Transportation Authority was in its biannual reprioritization of funds. So at this time there <br /> is an opportunity for Redwood City and the other cities to support Redwood City and its <br /> interests in increasing the funding level and reprioritization as the TA is looking at its <br /> countywide projects. The golden hour is there and the timing is right and those decisions <br /> are not going to be made until around October or November. There is time for Redwood <br /> City to approach the Authority and get CalTrans involved and come up with some better <br /> and more effective solutions that will serve everyone well. From the business community, <br /> we would definitely not support taking any houses for this road, and any businesses that <br /> are displaced should be done properly and with lead time and coordination so that it <br /> minimizes any impact.... There is an ever growing job generation in San Mateo County <br /> particularly with Silicon Valley moving north.... We are producing demands on our <br /> transportation system than are aiIead of schedule as far as need, so I would encourage you <br /> to go to the next step."
