Mayor Dudley said, "I must congratulate you on this beautiful, beautiful facility. I am
very envious."
Manager Patterson said mobile home owners along East Bayshore Road had expressed
concerns about what would happen to their homes and he wanted to assure everyone that,
there has been nobody who I have heard or spoken to who has seriously considered any of
those alternatives" that would involve dislocating mobile homes. He said, "It is safe to say
that there is no proposal on the table or will be on the table that will remove any mobile
homes." City Manager Everett said that there was current discussion to take the current
design location of the Route 84 extension and pushing it further east into the salt ponds,
away from the mobile homes. He said that was under active discussion by the staff and the
Transportation Authority.
In response to Council Member Claire's questions, Manager Patterson said Alternative
I was considered the most appropriate alternative at this time. He said, "the current plans
are to widen Woodside Road from four lanes to six lanes and nothing more." He added
that the City is trying to figure out what its responsibility is in changing Woodside Road
towards the Interchange. He said that currently the City is planning to stop at Broadway
and let the Transportation Authority and CalTrans deal with the Interchange and provide
the appropriate connection to Woodside Road which would include Broadway. Manager
Patterson said there are traffic engineers from several developers who are working on this
issue, and "so far we have enough people concerned or agitated that we have more traffic
engineers working on that Intersection than we'll ever need."
Vice Mayor Ruskin said he was glad that storm drain improvements were included in the
designs. In response to Vice Mayor Ruskin's questions regarding noise and visual impacts
being minimized, Manager Patterson said that there are still a lot of unanswered questions
regarding space needed for storm drainage. He said, "There is obviously not enough room
to provide a basin to hold all the water, so there would have to be enough room to provide
a large enough channel to pump it out to the Bay. We would probably have to use half of
the salt ponds there to provide enough storm drainage capacity.... For all the water coming
out of all the other jurisdictions. So we have to do some work on the Fifth A venue storm
drain channel in order to find out what capacity is necessary, and then the road may have
to move further out towards the Bay in order to accommodate a channel large enough. So
we don't know how close or how far away it might be from the mobile home parks."
Manager Patterson said that off peak hour traffic on Route 84 right now is relatively small,
which means that area might not need sound walls which would result in fewer visual
impacts as well.
City Manager Everett said that environmental issues would be reviewed rather quickly,
because BCDC and Fish and Wildlife many have some issues about where that roadway is
located. He said there may be some competing values between the agencies.
In response to Vice Mayor Ruskin's questions regarding the inclusion of wetlands,
Manager Patterson said he didn't know if an official determination had been made to or
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 MAY 18,1998
MINUTES Page No. 496 PAGE 18
