'. . . I . I -
across the Dumbarton rail line to CaiTrain. Manager Patterson said that members of the
Transportation Authority, City staff and Mayor Howard met at the Chamber last Thursday
- and it appeared that the TA would consider including improvements to the Woodside
Interchange in the route 84 Extension, and should be designed as part of the next phase of
the project.
In answer to Mayor Howard's comments about Mr. Moloney's concerns regarding the
difficulty trucks would have in negotiating the turn as the designs now stand, Manager
Patterson said that Mr. Moloney was correct because the design included a triple off loop
with a signal at Woodside Road. He said there were serious concerns regarding that aspect
of the designs.
Mayor Howard thanked everyone who attended the Chamber's Transportation
Committee meeting last Thursday. She also thanked Atherton Mayor Malcolm Dudley,
Chairman of the Transportation Authority Board, for attending that meeting.
Atherton Mayor Malcolm Dudley said he had attended both meetings last week. He said
that solutions to these traffic issues will take more than the improvements outlined for the
Route 84 Extension and will include, at least, the Marsh Road overpass which will be
completed late this summer and improving the Woodside Interchange. Mayor Dudley said
the Transportation Authority did review all the options and discarded two of them which
would have caused disruption to mobile homes. He said the alternatives chosen were
those that would not have any affect on any mobile home. Mayor Dudley said, "the
- original design for that had been a rather inconvenient one coming in at a way not right at
the Interchange and so it was indicated by the entire Transportation Authority at that time
that any connection should be one that provides convenience and an easier flow....
Another answer comes with not just providing for more cars, but having a good rail service
across the Bay." Mayor Dudley described the phenomenal increase in traffic since 1970
when the Dumbarton Bridge carried 12,000 cars a day and now it is 70,000. He said,
"Any solution to our problems have to incorporate not only added traffic facilities but for
better transit" services. Mayor Dudley said, "Certainly, any project that is undertaken has
to solve current problems but it also you have to make certain that it doesn't create new
problems." He said he supported including a project for the Woodside overpass, and "I
believe the majority of the Transportation Authority... certainly by their support of the
Alternative they supported indicated they wanted to make it as easy a flow in connection
there as possible. I certainly support the recommendations of your staff and I would
encourage the Authority to move forward on that. It is important that you be a part of the
project at this point so that any design flaws could be corrected." Mayor Dudley said he
believed the funding "ought to come from CalTrans as well. We've always tried to
leverage the funds we have from Measure A funds to get as much as possible. It is an
expensive project, and we have only ten years left in the Authority, so it is important that
we do move and take advantage of that, and I would certainly urge that we move that
forward in the priorities."
-
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 MAY 18, 1998
MINUTES Page No. 495 PAGE 17
