<br /> Council Member Hartnett announced that he would not take part in the discussion of this item <br /> nor Council direction as he had a client on East Bayshore Road and a possible conflict of <br /> interest might exist. Route 84 (Bayfront Expressway) Extension: Marsh Road to Seaport BoulevardIWoodside <br /> Road (702) <br /> REPORT: Engineering and Construction Manager Patterson, May 18, 1998 <br /> Manager Patterson said this item had come to the Council in early 1997 and February <br /> 1998, and subsequently had been presented to Harbor and Friendly Acres Neighborhood <br /> Associations. He said the concerns raised at every presentation were the same: Where <br /> does the traffic go when it gets to Woodside Road, how does it affect my business or <br /> residence, and what will this do for flooding. Manager Patterson said Council was being <br /> asked to endorse the Route 84 Extension with the following provisions: <br /> The entire Measure A Project be designed and funded with the following changes: <br /> 1. No decking of Woodside Road; <br /> 2. The Maple Street Interchange be removed from the project; <br /> 3. The storm drainage be taken care of as part of this project (affecting the mobile home <br /> parks and Friendly Acres); <br /> 4. Bicycle access be provided across the Bayshore Freeway; <br /> 5. The noise and visual impacts be minimized, through a redesign or change of <br /> alignment of the roadway. <br /> Manager Patterson said this would be the largest public works project that the City <br /> would probably ever see, now estimated around $60 million, and the additional <br /> interchange at Woodside Road would add another $20 million. <br /> Manager Patterson used a map to show the new alignment that added two lanes to <br /> Woodside Road. He showed the current design for Route 84 extension that now goes to <br /> Seaport Boulevard and stops. He said the work the City is doing begins at Broadway and <br /> Woodside Road and goes just past Middlefield Road. He said there was no work being <br /> proposed for the Woodside Interchange. Manager Patterson described the difficulty of <br /> having traffic come off the Route 84 Extension and stopping at Seaport Boulevard. <br /> Manager Patterson described the enormous increase in traffic trips the Route 84 <br /> Extension would create at the Woodside Interchange.
