And they are well aware that <br /> there could be major environmental difficulties with that, but they are going to approach <br /> them and ask them." <br /> Mr. Nobles noted that representatives from Cargill were not present. Mayor Howard said <br /> that a representative from Cargill Salt, Paul Shepherd, had attended the Chamber meeting <br /> and has had input on this matter. City Manager Everett said Mr. Shepherd's comment <br /> was, "If you plan to do that, you will have to pay for it." Mr. Nobles said that Cargill had <br /> some issues with the Army Corps of Engineers, but the law seems to be on the side of the <br /> Corps. Mr. Nobles said it would be totally inappropriate to use the salt ponds for a catch <br /> basin to alleviate flooding as the purpose of the salt ponds was to get rid of water. <br /> Diana Johnson, mobile home owner at 3015 East Bayshore Road, told the Council she <br /> had many concerns relating to what would happen to her home and other mobile homes if <br /> any of the alternatives were approved. Mrs. Johnson was very sad and very upset, and said <br /> no matter how far to the east the Route 84 roadway was built it would still have a negative <br /> impact on her home and the others in the mobile home parks. She referred to the <br /> California law that required disclosure of planned construction in the area. Ed Bailey <br /> added that disclosure of the proposed roadway might have negative impacts on any home <br /> resales in the mobile home parks. <br /> - Mayor Howard thanked Mrs. Johnson for letting the Council know the tremendous <br /> impact this proposal was having on her and other mobile home owners. <br /> Council Member Claire described how he and Mayor Dudley had debated the issue of <br /> the Bayfront Expressway in 1983 or 1984 at a Regional Planning Commission meeting, <br /> and Mayor Dudley's concerns and interest in getting people out of their cars and onto <br /> public transportation. Council Member Claire said he had supported the Expressway <br /> because people were using Bay Road as an alternative to Highway 101, but he agreed at <br /> this point that alternatives to auto traffic should be explored. In response to Council <br /> Member Claire's comments regarding the increased problems at Woodside Interchange, <br /> Manager Patterson said the people had voted for Measure A which included the Route 84 <br /> extension, improvements to Woodside Road and to Maple Street. He said those <br /> improvements were included in an amendment to Redwood City's General Plan <br /> Circulation Element in 1993. He said, "It is consistent with the General Plan that has been <br /> approved by two City Councils and voted on by the then citizens of Redwood City." <br /> City Manager Everett added that the present Interchange doesn't work very well, and <br /> staff will continue to monitor the issue. He said this was an opportunity to bring CalTrans <br /> in and get the Interchange fixed, with the support of the Transportation Authority.
