<br /> Manager Patterson said that the peninsula was suffering from all the development <br /> decisions made by every jurisdiction, and "the reality is, if we don't approve Route 84, just <br /> like we don't approve an office building, the traffic is going to get worse. We have no <br /> alternatives except East Bayshore Road which is going to continue to carry more and more <br /> traffic, and it will be more and more dangerous for those people who live and work on East <br /> Bayshore Road. There will be traffic diverted to Bay and Spring and Broadway. There is <br /> just no place else for it to go. We have seen it throughout Redwood City. People are <br /> taking the most bizarre routes to get from one place to another, because all the major <br /> traffic corridors are clogged up. This is not going to help the entire Peninsula. Maybe it <br /> will help a portion of Redwood City." <br /> In answer to Council Member Claire's questions regarding the Interchange of Route 84 <br /> at Woodside Road, Manager Patterson said, "the original plan that you saw over a year <br /> ago just showed four lanes 'T-ing' directly into Seaport Boulevard. The proposal that is <br /> being recommended this evening has a curved approach so it ties directly into Woodside <br /> Road, and Seaport Boulevard then 'Ts' into Route 84 with a signalized intersection. We <br /> think there are some problems with that particular alignment, but it has Route 84 being a <br /> continuous, straight shot all the way up Woodside Road." <br /> Council Member Claire said no one wants to go straight up Woodside Road, they want to <br /> get to Highway 101. He asked if there would be an improvement that would directly link <br /> that section to Highway 101. When Manager Patterson answered "no" Council Member <br /> Claire said that it should be included. Manager Patterson said staffs recommendation <br /> included incorporating the Measure A improvements with reconstruction of the Highway <br /> 101 Interchange at Woodside to address that issue. <br /> Vice Mayor Ruskin said he had concerns about the practicality of this proposal. He <br /> expressed some doubt that agencies like the Corps of Engineers and others will even allow <br /> this project. He said he was also concerned about the huge cost. Vice Mayor Ruskin said <br /> it would be prudent for the City to act quickly. <br /> Council Member Leipzig commented on the recommendations in the staff report. He <br /> said, "This is a huge project. There are so many details. There are so many things that <br /> still need to be checked. I don't think we are approving anything tonight, other than a <br /> concept. I have some grave reservations about many things that were raised tonight. But I <br /> think we can move forward without offending anyone, and it is going to come back with <br /> some comments from the different jurisdictions.
