<br /> freeway as a direct extension of Skyway Road and continuing to the Whipple Avenue <br /> Interchange.... We learned during our deliberations that BCDC had authority over this <br /> kind of a project. Mr. Will Travis of BCDC was invited to meet with our Task Force and <br /> at that meeting informed us that roads are not a public purpose that warrant Bay fill. An <br /> exception could be made, he said, for a purpose that involves the well being of the entire <br /> Bay Area. Mr. Travis believed that this project does not meet these criteria. BCDC has <br /> never approved a new road on Bay fill and will almost certainly not approve this design, <br /> he said. BCDC could possibly approve a roadway on the levee itself, but Fish and <br /> Wildlife oppose such an option. A further meeting was held with Mr. Travis in <br /> Assemblyman Ted Lempert's office with some of the Task Force members present, as well <br /> as Don Warren and Marge Kohler of Fish and Wildlife Service, and there Mr. Travis <br /> reiterated his position. With that in mind, I would like to state each of the seven <br /> recommendations that our Task Force has brought to you: <br /> "1. We recommend that the City Council support the continued access to and the <br /> protection of the SBSA Force Main. Nothing in our deliberations, nothing in our <br /> considerations, negated the overarching importance of supporting the protection to <br /> and access to the SBSA Sewage Force Main; <br /> "2. The Task Force remain in effect, and that a representative from Belmont be <br /> appointed; <br /> "3. We recommend that the Task Force be utilized to work with and provide input to the <br /> Fish and Wildlife Service on the use and public access to Bair Island. We recommend <br /> that we become an adjunct to the Fish and Wildlife Service, that we aid them in <br /> understanding what the public wants and needs in terms of public access to Bair <br /> Island. We recommend that the Task Force dispatch a letter to Fish and Wildlife <br /> stating that we want to be of aid to them, giving them input as to the recreational <br /> access that the folks in our community would like and need to have and we are ready <br /> to help them gain that knowledge. <br /> "4. That the Task Force proceed with informing the public and gathering public input <br /> through a formal citywide process about: access to Bair Island for recreational <br /> opportunities, environmental issues, roadway access to and from Redwood Shores <br /> bicycle lanes, emergency access to Redwood Shores and usefulness of a connector <br /> road to ease traffic congestion. The primary information gathering task should be <br /> under number three and that is, in providing Fish and Wildlife with knowledge about <br /> the public needs for access. <br /> "5. That Redwood City provide funding to help provide recreational access to Bair Island. <br /> It is the feeling of the Committee that we should help provide funding, but it is <br /> certainly an areawide recreational asset, also a federal asset. .. We in no way think that <br /> Redwood City should be the major funder. Other cities in the area might also want to <br /> contribute, but it will be in our City and a wonderful asset.
