I . . - <br /> Council MemberlDirector Bain stated that it would be important to tie in the <br /> train station when designing the project. <br /> - <br /> Mayor/Chairperson Howard suggested it would be critical to have someone <br /> on staff to review the Request for Proposals. She felt that this project was an <br /> opportunity to improve the walking experience in the downtown area, Sequoia <br /> Station parking could be utilized, and she inquired if the developer would be <br /> responsible for relocating existing businesses. She also suggested that security, <br /> lighting, and the scale of the project, since it would be close to the Civic Center, <br /> should be incorporated into the Request for Proposals. <br /> Council MemberIDirector Ira stated that the design of the building would be <br /> extremely important, but the City had to be realistic in the features it would like <br /> included in the project. He said it would be important to prioritize the key <br /> points to be included in the Request for Proposals. <br /> Planning Commissioner Sanfilipo suggested including nightlife types of <br /> activities that would draw people out after the theater and include those <br /> businesses with the retail. <br /> Planning Commissioner Pine expressed concern about the theater project, the <br /> location, and whether or not it would draw a large number of people. <br /> - Director Nelson summarized the recommendations to he included in the <br /> Request for Proposals as follows: <br /> 1. Parking requirements for all uses <br /> 2. Parking lots outside the project area, which could be available, should be <br /> considered <br /> 3. Quality, scale, massing of retail is important to maintain the integrity of <br /> the downtown--draw people along and have a variety of retail <br /> 4. Not the biggest theater <br /> 5. Keep a retail facade and uses on the lesser streets also <br /> 6. Detailed direction on design; specify mass, coverage, etc. <br /> 7. Address the back of Sequoia Station <br /> 8. Ask, "What is the smallest theater?" <br /> 9. Traffic flow without bottlenecks <br /> 10. Different facades a must <br /> 11. Trees <br /> 12. Green space and open space should be included <br /> 13. Security, lighting, diverse retail, theater size, pedestrian environment, <br /> parking and hours of operation should be considered <br /> 14.
